Almost Paid Off. Why Borrow More?

The City of Sherwood currently has a ¾-cent sales tax dedicated to retiring bonds issued in 2018 and 2023.


According to the City’s bond advisors (Stephens, Inc.), those bonds are projected to retire by 2027 or 2028. When they are fully paid, the ¾-cent sales tax ends — unless voters approve extending it for new projects.

On November 18, voters will see:
  • Question 1: authorize refinancing of remaining 2018/2023 bonds (not to exceed $4.1M, up to 30 years) and extend the ¾-cent sales tax;

  • Question 2: parks/trails, events & sports facilities, and a community park ≈ $79.8M 

  • Question 3: a new animal shelter ($11.5M).

 

Total of projects: ≈ $91M

The 2018 “Temporary” Bond Vote

  • Approved by just 139 votes.
  • Funded $37.3M in bonds.
  • Bonds are scheduled to be paid-off in 2027/2028.
  • Promise: When bonds are paid, tax sunsets.

We’re at the finish line. The tax can expire as promised.

What’s on the Ballot in 2025

What City Hall Wants:

  • Refinance existing bond debt.

  • Borrow ≈ $91.3M in NEW debt:

    • ≈ $79.8M → parks, sports complex, events center.

    • $11.5M → animal shelter.

  • Extend the ¾-cent tax until ~2040.

Clarity Note: The City’s official ordinance filed with the Arkansas Attorney General sets Ballot Question 2’s bonding authority at up to $79.8M. The City’s project webpage lists $74.5M. We have used the official ordinance figure filed.

This isn’t about paying old bonds. It’s about tripling Sherwood’s debt.

  • 2018 → City barely passes a “temporary” ¾-cent sales tax by just 139 votes. Promise: tax ends when bonds are paid.

  • 2018–2025 → $37.3M in bonds funded. According to the City’s bond advisors, these bonds are scheduled to retire by 2027 or 2028.

  • 2025 → Instead of letting the tax expire, City Hall proposes more than $91M of new debt and ~30 years or more of sales tax.

  • 2040 → Question 1 allows refinancing for up to 30 years, but City officials project the extension would last about 15 years — through ~2040.
